The State of Criminal Roleplay

Something needs to be done to encourage roleplay going outside basic and scripted crimes. There aren’t even special events happening, I believe there has been one in the last 6-12 months.
Nothing exists and straying outside the box is only met with the desire to shut it down immediately, prohibiting roleplay from furthering.
Crim RP is completely stale in its current state, and the update features will not do anything to address this critical flaw.
There needs to be a big change in both dynamic and culture surrounding this
