Change the 9pm UTC restart time

Currently the server restarts at 9pm UTC (Coordinated Universal Time ), I have noticed this is when the server is often above half full sometimes completely full.

I am suggesting either moving this to somewhere between 5 and 7pm UTC or not doing the restart at all as it is very disruptive to ongoing RP especially if a person is out in the wilderness with their horse, suddenly they have to rush to find the nearest stable then return to continue their RP.
