Allow more than one person to have group telegram admin controls

Currently I own the SDPD telegram for example, with this I am the only person that can add and remove players from the telegram system.

When I’m not around and new people are hired/fired, it may be a little while until they’re added to the telegram groups.

Please allow us to add more people to access the ability of adding/removing people from the group.
