IRL time for telegrams

Now ingame the telegrams times go off ingame time and trying to track what time someone sent one is impossible.

Have it as a set time EST or where the user is playing from so its their local time, I think it will help everyone.

If you hover over the time in the bottom righthand corner, it tells you “Sent X minutes ago” or “1 day ago” etc.
