
Instead of having the current system in which a criminal character receives a bounty across the entire map, have it so bounties are based on the counties within it. For example, criminal A robs some fella in New Hannover and his identity is revealed, a bounty/writ would be put out on that persons head strictly in the state of New Hannover.
In adding county based warrants/bounties and all that, you would also be adding a state wide warrant and bounty based on the severity and quantity of crimes across the state. In this scenario, a murder based bounty or warrant would be state wide but bank robbery for example would be localised.
If a criminal gets two county bounties/warrants, lawmen can elevate to a judge for a state wide version. Adding localised versions that eventually increase to state wide allows for criminals and lawmen to naturally progress storylines. Right now it seems like any new criminal gang thats doing the more posse like faction very quickly becomes public enemy no.1 and this would add layers to everything whilst fixing that issue.

Putting it simply the logistics to pull this off would mean it wont work. Warrants are a pain in the arse to deal with as is in the way of getting filed and bounties are a nightmare to even attempt issue since we dont have the banking stuff to do it properly. It would be nice to see and might encourage slowburn but in practise i doubt its going to work.
