More boat rental locations + boats purchasable for more civilian adventures!

Add new boat rental spots to:

• Donner falls (great for a long canoeing trip down the river)
• Somewhere in the Bayou (especially for rping fishing and the like)
• Braithwaite docks (close to the SD one yes, but it still far away)

I honestly see boats used very very rarely. It would be nice if we could take more trips to different places. And eventually be able to buy our own boats and bring canoes where ever? It would be neat if we could load up wagons with canoes and be able to place them where ever & go on more trips.

This would give more things and adventures to do as civilians.

This would be something that Golden or Laoh would need to add. However, I believe there were some restrictions to where it could be placed. The river specifically I think Laoh mentioned it was more difficult, but im unsure!
