Allow the ability to "cash in" telegram changes for a smaller telegram size.

Sadly I’m not rich enough to afford the next level of prio, which includes a shorter, 4 letter telegram. Equally though, I have (as of writing this suggestion) fifty nine telegram changes that I am likely to never use.

I think it’s a good idea to offer the ability to cash in a certain amount of telegram changes in exchange for a shorter telegram that you would only be able to get usually if you had a higher level of prio. It’s both a sign of good faith from the server for our continued support and gives us something to do with all of these changes that I am sure most of us will never completely use in our time here.

Much like the tiered prio system, increase the amount of telegram changes you need based on what length telegram you want. Maybe 35-40 telegram changes (which is many, many months of prio and subscription to the server) could elevate you to diamond-rank telegram length, which I believe is four letters?

This is a very minor, tiny suggestion in the grand scheme of things, but I think it could be a good way to use these changes up!

An interesting idea, but this is something that the project leads (The big guys) would have to approve/change :D
